Summary
RMC No. 66-2010 circularizes the Memorandum of Agreement between the BIR and the Tax Management Association of the Philippines, Inc. (TMAP), and the Mechanics and Entry Form for the Search for the Best Tax Collection, Tax Administration or Taxpayer Service Enhancement Project.
Key points
- Selection criteria. Winning Project Proposals are chosen by three criteria: Implementable (35%), Measurable (30%) and Innovative (35%). Entries must be administratively feasible and replicable nationally, measurable in their impact, and not an existing or currently proposed BIR project or involve new methodologies.
- Pilot testing. Winning entries are pilot tested within one (1) year from the awarding ceremonies.
- Preliminary Board of Judges. The BIR appoints three (3) officers as voting members. The Board receives entries endorsed by regional directors and heads of office, verifies the nomination forms and compliance with mechanics, and endorses five (5) finalists to the Final Board of Judges.
- TMAP role and costs. TMAP designates two (2) non-voting members of the Preliminary Board and forms a five-member Final Board of Judges that decides the winners. TMAP bears the costs of the 2010 Search Project and of conferring the awards.
