Summary

RMC No. 57-2024 publishes the full text of the April 12, 2024 IATF Memorandum Circular of the Administrative Order 25 Inter-Agency Task Force on guidelines for appeals on the FY 2023 Performance-Based Bonus (PBB) and later years.

Key points

  1. Coverage. The guidelines cover national government departments, bureaus, offices and agencies, including Constitutional Commissions, Other Executive Offices, Congress, the Judiciary, State Universities and Colleges, GOCCs, Local Water Districts and Local Government Units, for the FY 2023 PBB cycle and later.
  2. Grounds and period for appeal. Agencies have 20 working days from receiving the evaluation or Final Eligibility Assessment result to appeal. Grounds are: ineligibility for the PBB; eligibility with issues that affected the overall rating or score; or eligibility but with delivery units to be isolated for non-compliance.
  3. Contents and evidence. The appeal sets out the issues concisely and clearly with supporting evidence. Acceptable evidence includes proof that the agency met a requirement assessed as unmet and added documents reinforcing earlier accomplishment reports. Documents that modify or alter previously submitted accomplishment reports are not accepted.
  4. Filing and resolution. A written appeal signed by the Head of the Agency, addressed to the Chairperson of the A025 IATF Technical Working Group, goes to the A025 Secretariat through channels. Appeals are resolved within twenty (20) working days from receipt, and the response is final upon issuance.
