Summary

RMC No. 46-2007 circularizes the full text of Government Procurement Policy Board (GPPB) Resolution No. 10-2007, which approved the Customized Procurement Manuals of the BIR with certain revisions.

Key points

  1. Bid security. The manager’s check is added to the allowable forms of bid security for procurement of goods, infrastructure projects and consulting services.
  2. Updates to IRR-A of RA No. 9184. The manuals include Section 27.4 on returning bid security to a post-disqualified bidder, and Sections 23.3 and 24.13 on requests for reconsideration filed with the Bids and Awards Committee within three (3) calendar days of notice. They also include Sections 54.2 (b) and (d) on negotiated procurement after 2 failed biddings and in case of calamity or emergency.
  3. Performance security and deletions. The period for releasing performance security in infrastructure projects is harmonized with GPPB Resolution No. 12-2005. The Guidelines on Contract Price Escalation and the exceptions to the eligibility criterion under Section 23.11.1 are deleted from Volume IV.
  4. Submission. The BIR incorporated the revisions in the final copy of its Customized Procurement Manual, submitted to the GPPB-Technical Support Office on 24 May 2007.
