Summary

RMC No. 44-2011 publishes the full text of DBM Circular Letter No. 2011-6 dated August 25, 2011, on the use of the Procurement Service (PS) and the Philippine Government Electronic Procurement System (PhilGEPS).

Key points

  1. Annual Procurement Plan for common-use items. National Government Agencies including Military and Police Units, GOCCs, GFIs, SUCs and LGUs must submit an Annual Procurement Plan for Common-Use Supplies and Equipment (APP-CSE) in the prescribed format. This does not affect their duty to submit their Annual Procurement Plan under Section 7 of RA 9184 and its IRR.
  2. Due dates. The APP-CSE is due to the DBM on or before September 15, 2011 for FY 2011 and on or before November 15, 2012 for FY 2012. Henceforth it is due on or before November 15 of each year.
  3. Expanded product list. Agencies include in the APP-CSE not only items in the PS Electronic Catalogue (now the Virtual Store) but also other supplies and equipment needed in day-to-day operations. This serves as a basis for expanding the catalogue.
  4. PhilGEPS posting and registry. Procuring entities post all bid opportunities, notices, awards and results of bids and contracts in PhilGEPS as RA 9184 requires, and subscribe to its additional features once available. They are enjoined to require suppliers to register in the Expanded Supplier Registry and are discouraged from keeping a separate supplier registry.
  5. DBM role. The DBM consolidates the APP-CSEs, forwards them to the PS, and uses them with PhilGEPS data to review agencies’ proposed budgets for Supplies, Materials and Equipment. It then disaggregates agencies’ budgets for Common-Use Supplies.
