Summary

RMC No. 43-2007 sets the policies on issuing Tax Clearance Certificates to contractors for bidding and collection purposes, under Revenue Regulations (RR) No. 3-2005.

Key points

  1. eFPS registration required. The Collection Enforcement Division (CED) of the Collection Service issues Tax Clearance Certificates only to contractors registered with and using the Electronic Filing and Payment System (eFPS).
  2. One-time certificate. Contractors not yet registered with the eFPS get a one-time Tax Clearance Certificate valid for only one month, so they can enroll and use the system. After that they must strictly comply with the law and regulations.
  3. Effectivity of certificates. Starting July 2, 2007, certificates issued by the CED are effective from the date of issuance until December 31, 2007. After that, they are effective from January 1 to December 31 of each year, except for first-time applicants, whose certificate runs from the date of issue until December 31 of the year the application was submitted.
