Key points
- Categories in the list. The list covers manufacturers of locally produced cigarettes (domestic and export), PEZA-registered cigarette manufacturers, importers of cigarettes, manufacturers and importers of vapor, novel tobacco, cigar, and chewing tobacco products, importers of heated tobacco products, and importers of smoking tobacco products.
- New registrants. Entities newly registered after December 31, 2025 will be added to the updated list on the BIR website.
- Brand and variant registration. Under RR No. 3-2006, RR No. 7-2021, and RR No. 14-2022, entities must register their brands and variants within six (6) months from the date of release of the Circular to avoid penalties.
- Warnings and stamps. Products must carry the Graphic Health Warning and BIR Tax Stamps, except novel tobacco products, cigars, and chewing tobacco products, for which IRSIS stamps are not yet available.
