Key points
- Who uses it and from when. The revised return is used to file and pay quarterly income tax starting the 1st Quarter of 2018.
- Availability. Manual filers download the PDF from the BIR Forms-Income Tax Return section of the BIR website. eBIRForms filers use it in the Offline eBIRForms Package v7.1. It is not yet in the eFPS, so eFPS filers use the eBIRForms package as a work-around.
- Payment channels. Manual payment goes through an Authorized Agent Bank in the RDO’s jurisdiction, or the Revenue Collection Officer through MRCOS where there is no bank. Online options are GCash, Landbank Linkbiz Portal and DBP Tax Online.
- Already filed with the old return. Those who filed and paid the 1st Quarter with the old return must file the revised 1701Q marked as an amended return, showing any earlier payment. Any balance is paid, penalties apply after the due date, and a No Payment Return is filed through eBIRForms if there is no payment or an overpayment.
- Electing the 8% rate. The election is made by updating registration with BIR Form No. 1905 or by checking Item No. 13 in BIR Form No. 2551Q or Item No. 16 in BIR Form No. 1701Q. The election is irrevocable for the taxable year.
Who is affected
- Manual, eBIRForms and eFPS filers of the quarterly income tax return

Deadlines and effectivity
- Applies starting the 1st Quarter of 2018
