Summary

RMC No. 24-2024 publishes the full text of Administrative Order No. 15 dated January 16, 2024, directing accelerated implementation of the Government Energy Management Program (GEMP).

Key points

  1. Who is covered. All National Government agencies and instrumentalities, including government-owned or -controlled corporations, are directed to ensure efficient use of energy. Local Government Units (LGUs) are encouraged to do so.
  2. Required actions. Agencies conduct energy audits with Certified Energy Auditors and cooperate with random spot-checks. They submit an inventory of energy-consuming equipment and upgrade timelines covering lighting, HVAC, building shell insulation and vehicles, and follow DOE guidelines and the Philippine Green Building Code.
  3. Low-cost measures. Examples include keeping air-conditioned spaces at an ambient temperature of 240C, turning off unused lights and air-conditioning units, and activating sleep settings on office equipment.
  4. Institutionalizing EEC. Offices designate an EEC Officer and Focal Person, use the DOE-GEMP Online System for monitoring and reporting, and prepare or update EEC Programs. They allocate budget from approved funds, subject to existing laws, policies and regulations.
  5. DOE role. The DOE, with the Presidential Communications Office, develops ways to communicate EEC measures. It issues the necessary rules or guidelines for implementation within 30 days.
