Summary

RMC No. 24-2018 prescribes updated guidelines for filing, receiving and processing 2017 Income Tax Returns (ITRs) and their attachments. The due date is April 16, 2018, since April 15, 2018 falls on a Sunday.

Key points

  1. Deadline. The 2017 ITR is due on or before April 16, 2018. For taxpayers on a fiscal year, it is due on or before the 15th day of the fourth month following the close of the taxable year.
  2. Where to file and pay. Manual filers use an Authorized Agent Bank in the RDO jurisdiction where registered, or the Revenue Collection Officer through MRCOS where no bank exists. eFPS users file and pay through eFPS, and eBIRForms users file electronically and pay at an AAB or through GCash, Landbank Linkbiz Portal or DBP Tax Online.
  3. When systems are unavailable. If eFPS and eBIRForms are unavailable under a BIR advisory, filing follows set rules by taxpayer type. LTS-registered taxpayers pay at the Landbank or DBP branch nearest their Head Office. Taxpayers must re-submit manually filed returns electronically within five (5) days from the advisory once the systems are back.
  4. Attachments. Attachments (Annexes B1 to B5) and schedules go to the concerned LTS office, RDO or AAB. They are submitted within fifteen (15) days from the filing deadline or the date of electronic filing, whichever comes later. Electronic filers also submit a copy of the e-filed ITR with the Filing Reference Number or the email Tax Return Receipt Confirmation.
  5. Manual no-payment returns. Senior Citizens or Persons with Disabilities filing their own return may file manually with the RDO. The same applies to employees with purely compensation income from two or more employers, or from one employer whose spouse is not entitled to substituted filing, and to employees qualified for substituted filing who file anyway for purposes such as promotion, loans or scholarship.
  6. Other points. The SAWT is emailed to esubmission@bir.gov.ph, if applicable. Disclosure of Supplemental Information on BIR Form Nos. 1700 and 1701 is optional for calendar year 2017 returns due on or before April 16, 2018.
