Summary
RMC No. 18-2009 clarifies the prescribed date of collection of accepted tax returns and payments, including check payments received by Authorized Agent Banks (AABs) after cut-off time or clearing time. It amends RMC No. 67-2008.
Key points
- Validation and reporting. AABs validate and report all accepted tax returns and payments on the day of acceptance or transaction. The date of collection in the Batch Control Sheet (BCS) report is the actual day the return was filed and the payment was made.
- Check payments after cut-off. Returns with check payments made after the AABs’ cut-off or clearing time are accepted, stamped Received After Cut-off Time/Clearing Time, and validated on the actual day of acceptance. The filing date on the return is the actual day of filing.
- Reporting of those collections. The amount collected through checks after the cut-off or clearing time is reported in the BCS as collection of the AAB for the following working day.
- Submission to BIR offices. All BCS, with supporting tax returns, are submitted to the concerned BIR offices on time and under existing procedures.
