RMC No. 16-2015 prescribes alternative ways for taxpayers to obtain the Offline eBIRForms Package and allows email submission of the 2014 ITR.

- Download sources. The Package can be downloaded from www.knowyourtaxes.ph, from http://www.dof.gov.ph/?page_id=11827, from a Dropbox link, or from a direct link to ebirforms_package_v4.7.07_ITRv2013.zip. The Circular specifies the Dropbox procedures.
- RDO e-Lounge. Taxpayers can also copy the Package to a USB flash drive at the RDO e-Lounge.
- Email submission of 2014 ITR. Taxpayers using Offline eBIRForms Version 4.7.07 can submit the 2014 Income Tax Return by email and enrol after eFiling. Email submission is allowed whether or not the taxpayer is enrolled in the eBIRForms System.
