Summary

RMC No. 15-2021 announces the relaunch of the Central Business Portal (CBP), an Anti-Red Tape Authority (ARTA) project with the Department of Information and Communication Technology (DICT), on January 28, 2021.

Key points

  1. What the CBP is. It is an online system that receives applications and captures data for business transactions with the SEC, BIR, SSS, PhilHealth and Pag-IBIG. It also promotes electronic payment for these agencies.
  2. Features. It handles SEC registration with a Company Registration Number (CRN) and issues a TIN for new corporations. It identifies the national internal revenue taxes the corporation is liable to and generates a BIR electronic Certificate of Registration (COR) with a QR Code, printable on A4 paper.
  3. Fees. The Annual Registration Fee (ARF) of Five Hundred Pesos (₱ 500.00) and Loose Documentary Stamp Tax (DST) of Thirty Pesos (₱ 30.00) are paid through ePayment facilities or manually at the RDO.
  4. Manual payment. Corporations paying manually complete registration at the RDO with the printed CBP Unified Application Form, Tax Type Questionnaire and pre-filled BIR Form No. 0605, plus the Checklist of Documentary Requirements for Corporation.
  5. After getting the electronic COR. The taxpayer goes to the RDO shown on the COR to buy BIR Printed Receipts/Invoices (BPR/BPI), or applies for an Authority to Print (ATP) for receipts and invoices printed by BIR Accredited Printers.
  6. Initial coverage. The CBP first covers domestic corporations with two (2) to four (4) incorporators, regular corporations whose incorporators are juridical entities and/or whose capital structure is not covered by the 25%-25% rule, and One Person Corporations. Others follow Annex A2.1 of RMC No. 57-2020.

  • Regular corporations with juridical incorporators or capital not covered by the 25%-25% rule
