RMC No. 137-2019: Publishes the full text of the Inter Agency Task Force (IATF) Memorandum Circular No. 2019-2 entitled “Supplemental Guidelines on the Grant of the Performance-Based Bonus for Fiscal Year 2019 under Executive Order No. 80, s. 2012 and EO No. 201, s. 2016”

Key points

1. Scope. The Supplemental Guidelines clarify and update the requirements and deadlines in MC 2019-1. They apply to its listed sections and to the Interim FY 2019 PBB Guidelines for GOCCs, Local Water Districts and LGUs.
2. Good Governance Conditions. Updating the Citizen’s or Service Charter is not a GGC for the PBB in the first year of the Citizen’s Charter requirement under RA No. 11032. Agencies must still meet the December 6, 2019 ARTA deadline.
3. Streamlining reports. Modified Form A summarizes streamlining efforts, and Modified Form A1 gives a detailed report. Small agencies submit both on or before February 28, 2020, and big departments and agencies on August 31, 2020.
4. Cash Budgeting System. Effective January 1, 2019, agencies adopt the Cash Budgeting System. Appropriations for infrastructure capital outlays are valid for obligation until 31 December 2019, with completion of inspection and payment not later than 31 December 2020. Maintenance and other operating expenses and other capital outlays are valid for obligation until 31 December 2019, with delivery, inspection and payment not later than 30 June 2020.
5. BFARs and procurement plans. Quarterly online BFAR submission through the DBM URS is no longer a GASS target for the FY 2019 PBB. The final approved Annual Procurement Plan goes to the GPPB once the GAA, corporate budget or appropriations ordinance is approved, and an earlier APP is only indicative.
