Summary

RMC No. 129-2021 publishes the full text of Government Quality Management Committee (GQMC) Memorandum Circular No. 2021-1 on validating ISO Quality Management System (QMS) certification submitted for the FY 2021 Performance-Based Bonus (PBB).

Key points

  1. Accepted certifications. A valid ISO 9001:2015 QMS certification or recertification counts as compliance. Equivalent certifications such as the Philippine Quality Award, ISO/IEC 17025 or 17020 Accreditation, and AACCUP Institutional Accreditation also count.
  2. Not accepted. Letters of attestation or similar documents showing audits completed but still subject to approval of the Certificate Decision Maker do not count. Certifications must be valid as of December 31, 2021, and those effective January 1, 2022 onwards do not count for the FY 2021 PBB cycle.
  3. Scope and certifying bodies. The QMS scope may range from non-frontline services only to all frontline services. Certification bodies must be accredited by an International Accreditation Forum (IAF) member, and those accredited by DTI-PAB are preferred, with accreditation for scopes such as IAF 36, IAF 37 and IAF 38.
  4. Validation period. Validating agencies validate compliance from March 1, 2022 until April 30, 2022. The result includes compliance status and the equivalent rating.
  5. Rating and codes. The Process Results rating runs from 1, no demonstrated standardization or quality assurance, to 5, certification for all frontline services. If a rating cannot be determined, the validating agency may indicate pending validation, with reason codes N, Q, E, A, U, B and C.
  6. Isolation of units. Under item 6.1 of AO 25 MC No. 2021-1, the units most responsible, including their heads, for criteria with a performance rating below 4 are isolated from the grant of the FY 2021 PBB.
