Summary

RMC No. 10-2007 circularizes the Commissioner of Internal Revenue’s memorandum dated January 19, 2007. It directs BIR field officials to intensify tax mapping of taxpayers engaged in the rental business or leasing of real properties nationwide.

Key points

  1. Who is directed and what is covered. Regional Directors, Revenue District Officers and Revenue Officers intensify tax mapping of rental or leasing businesses. Examples listed are lands, house and lots, houses, warehouses, commercial establishments, subdivisions, townhouses, apartments, condominium units, dormitories and boarding houses.
  2. Gathering information. Field officials coordinate with, and gather information from, building, subdivision and condominium administrators and other potential sources. Existing procedures for tax mapping must be followed to avoid conflict with the taxpayers concerned.
  3. Monthly report. Regional Directors submit a report to the OCIR, through the DCIR-OG, every 5th day of the month after the tax mapping. It lists the tax mapped taxpayers with their compliance status and violations, and the names recommended for audit/investigation with reasons.
  4. Basis for Letters of Authority. The CIR evaluates and gives final approval of the monthly report. That approval is the basis and authority for Regional Directors to issue Letters of Authority to audit/investigate the covered taxpayers.
  5. Quarterly summary report. Regional Directors submit a quarterly summary of audit/investigation results to the OCIR, copy furnished to the DCIR-OG, every 15th of the month after each quarter. It covers taxpayers under audit, deficiency assessments and/or payments, other findings, and action taken.
