RMC No. 76-2004 publishes the full text of the Executive Secretary’s Memorandum dated November 11, 2004 on the Use of International and National Direct Dial (IDD and NDD) Facilities.

Key points

  1. Monitoring of call costs. Under Section 1(b)(2) of Administrative Order 103, s. 2004, all departments must monitor and ensure that IDD and NDD long distance call costs are proportionate to their official functions.
  2. Measures to limit use. Department Secretaries are enjoined to adopt measures such as limiting direct dialing features to a few phones and/or inputting confidential codes. The aim is that telecommunication expenses serve official purposes only.
  3. Austerity plan. These measures must be incorporated in each department’s austerity plan.
