Key points

  1. Review committees and responsibility. A Performance Management Review Committee (PMRC) operates at Top Management, Service and Regional Office levels to review and confirm targets, standards and ratings. Service Chiefs, Regional Directors, Division Chiefs, Revenue District Officers and Heads of Sections/Units are responsible for setting mutually agreed targets and evaluating achievement.
  2. Targets and rating periods. Targets must be specific, measurable and mutually agreed at the start of the appraisal period. Evaluation is semestral, ending June 30 and December 31, with a minimum appraisal period of at least ninety (90) days or three (3) months and a maximum of one (1) year.
  3. Ratings and consequences. Only employees rated Outstanding (O) and/or Very Satisfactory (VS) for two (2) consecutive rating periods are considered for promotion. Two (2) successive Unsatisfactory ratings or one (1) Poor rating is a ground for separation. Outstanding and Poor ratings must be justified with proof and the Logbook of Critical Incidence.
  4. Special cases. Seconded or detailed personnel on Special Projects are rated by project supervisors, with a copy to the mother unit. For training or scholarship over three (3) months, the last rating before the grant is considered.
  5. Productivity Incentive Bonus. Retiring employees submit their accomplished PMF within the prescribed period to receive the PIB. An Unsatisfactory rating in either or both semesters, or failure to submit a signed PMF, means no PIB.
  6. Appeals and late submission. Employees may appeal their final rating to the PMRC within ten (10) days from receipt of their PMF. Failure to submit PMS Targets by the specified date or PMS Report Forms within fifteen (15) days after the rating period disqualifies the employee from performance-based actions if at fault, and can bring administrative sanction for the responsible supervisor or employee.
