Key points
- Who and what. Requests are limited to taxpayers with issued Letters of Authority and taxpayers with delinquent accounts, on a Request Form approved by the Head of the requesting office. The documents are Articles of Incorporation and By Laws, General Information Sheets, and Audited Financial Statements.
- Point Person and control numbers. Each requesting office appoints a Point Person to consolidate Revenue Officers’ requests and submit them to the Audit Information, Tax Exemption and Incentives Division (AITEID). The Point Person assigns each request a sequential Reference Control No. that contains the year of filing, for example RR1-CD-SEC2024-00001.
- Monitoring database. Both the Requesting Office and Processing Office keep an excel database for requests under the SEC SCORE Protocol, recording items such as office, date, taxable year, taxpayer, TIN, SEC registration, purpose, LA# or FAN#, and documents requested.
- Limits and turnaround. No more than 100 documents may be requested per day regardless of type. Documents are provided as multi-page digital images through the portal within twenty-four (24) business hours, equal to three (3) working days from the date of request.
- Confidentiality. All data obtained is strictly confidential and used only for internal revenue tax purposes. Heads of concerned offices are responsible for the SEC data in their offices, and improper use is a ground for administrative sanctions against the erring Revenue Officers.
