Key points

  1. Certificate of Registration. Business taxpayers need not replace an existing COR that shows the Registration Fee. It stays valid and the Annual Registration Fee is no longer paid. The COR is updated only if other registration information changes.
  2. Unused Official Receipts. Unused Official Receipts may be used as supplementary documents until consumed, if stamped THIS DOCUMENT IS NOT VALID FOR CLAIM OF INPUT TAX. Taxpayers may instead strike through Official Receipt and stamp Invoice or a similar name, or convert Billing Statements into Billing Invoice, and issue them as primary invoices until consumed. Converted documents must carry the information required under Section 6(B) of RR No. 7-2024.
  3. Input tax and reporting. Properly converted documents are valid for input tax claims for the period from April 27, 2024 until fully consumed. From April 27, 2024, a manual or loose leaf Official Receipt issued without the Invoice stamp is a supplementary document and cannot support input tax claims. An inventory of the unused documents is due on or before July 31, 2024, in duplicate to the RDO/LT Office where the Head Office or Branch is registered.
  4. Machines and software. Taxpayers using CRM, POS, e-receipting or e-invoicing may rename Official Receipt to Invoice or a similar name without informing the RDO, as a minor enhancement needing no reaccreditation or new Permit to Use. Taxpayers with a registered CAS or CBA with Accounting Records must update their registration, surrender the earlier Acknowledgement Certificate or Permit to Use, and get a new one.
  5. Adjustment deadline and serial numbers. Adjustments are due on or before December 31, 2024, and any extension of up to six (6) months needs approval of the Regional Director or the Assistant Commissioner of the Large Taxpayers Service. The renamed Invoice continues the last Official Receipt series, with a notice of the starting serial number within thirty (30) days from completion or on December 31, 2024, whichever comes first.
  6. Penalty for non-issuance. Issuing an Official Receipt without converting it to Invoice from April 27, 2024, or issuing machine-generated Official Receipts after December 31, 2024 or after completion of reconfiguration, whichever comes first, counts as failure to issue an Invoice. The penalty is not less than One Thousand Pesos (Php 1,000.00) but not more than Fifty Thousand Pesos (Php 50,000.00) and imprisonment of not less than two (2) years but not more than four (4) years under Section 264(a) of the Tax Code.
