Summary

RMC No. 31-2024 advises employers that the BIR does not require newly-hired employees to verify their TIN or get a TIN Verification slip from the Revenue District Offices.

Key points

  1. RDO practice. RDOs do not accept manual TIN Verification requests or issue TIN Verification slips for employment purposes, except in four cases.
  2. Exceptions. These are when the online facility is unavailable or prompts a visit to the RDO, when BIR personnel need to further verify registration information, when the taxpayer has an existing TIN or record, or when there are multiple or identical TINs.
  3. Employer verification. Employers verify new hires’ TINs through the Online TIN Verification facility of ORUS (https://orus.bir.qov.ph/search/tinverification) or the BIR Chatbot Revie. The result shown is sufficient for verification purposes.

Who is affected
