Key points
- Effectivity and coverage. RR No. 6-2022 took effect 15 days from its July 1, 2022 publication. It covers all taxpayers using Principal and Supplementary Receipts/Invoices, and taxpayers applying for ATP, registration of CAS/CBA or components, or PTU of CRM/POS machines and other sales receipting software.
- Expired receipts. Receipts and invoices that expired on or before 15 July 2022 are no longer valid for use. Under the table, an ATP dated on or before July 16, 2017 expires on or before July 15, 2022 and cannot be used, while an ATP dated July 17, 2017 onwards is valid from July 16, 2022 onwards and can still be used.
- Surrender and exhaustion. Unused expired receipts and invoices dated on or before July 15, 2022 are surrendered with an inventory listing to the RDO on or before the 10th day after the validity period, for destruction. Receipts under an ATP expiring on or after July 16, 2022 may be issued until exhausted, and the five-year phrase and validity period in the footer are disregarded.
- Penalties. No penalty applies for late ATP application to a taxpayer with an ATP expiring on or before July 15, 2022 who missed the sixty (60)-day period. Using unregistered receipts or invoices, or those expired before July 15, 2022, carries a penalty of P20,000.00 for the first offense and P50,000.00 for the second.
- Reconfiguring systems. CRM/POS and CAS accreditation no longer requires the five-year validity phrase or ‘Valid Until’ on generated receipts. Users must reconfigure their systems to remove those phrases, without written notice to the RDO, by December 31, 2022.
