Summary
RMC No. 90-2021 provides specific guidelines and procedures on using the Tax Payment Certificate (TPC) issued under the Comprehensive Automotive Resurgence Strategy (CARS) Program.

Key points
- What the TPC is. The TPC is a non-transferable certificate used to defray the tax and duty obligations of Eligible and Registered Participants (ERPs) to the National Government. ERPs request it from the DTI-BOI based on the statutory payment deadlines.
- Taxes covered and how to show it. The TPC applies only to Excise Tax, Income Tax and VAT liabilities from operations, and not to any Withholding Taxes. The return shows ‘TPC No. (control or serial number)’ and the amount on the line ‘Other Tax Credits/Payments (specify)’ right after ‘Tax Due’, and any excess over tax due, net of creditable taxes, is not refundable.
- Filing and submission. Returns are filed through eFPS or the eBIRForms Package, and any tax still due is paid by the available BIR payment modes. The printed return, the BIR copy of the TPC and other attachments go to the RDO, LTDO or LT Documents Processing and Quality Assurance Division where the ERP is registered, and the ERP keeps its own copy.
- Validity and unused TPC. A TPC is valid for thirty (30) days from the date of issue and can be used only once, and the date on its face is presumed the issue date. An unused TPC must be surrendered to the DTI-BOI for reinstatement in the Participating Car Maker Incentive Account (PCMIA) within the validity period, otherwise it is forfeited in favor of the government.
