Summary

Key points
- No Permit to Use. Taxpayers are no longer required to secure a Permit to Use (PTU). They register the System by submitting the Checklist of Documentary Requirements to the RDO where registered, and BIR Form No. 1900 is no longer required.
- Acknowledgement Certificate. An Acknowledgement Certificate is issued within three (3) working days from the RDO’s receipt of complete documents. No system demonstration or pre-evaluation is required before use, but the RDO conducts post-evaluation against the standards in Annex B.
- Standards and penalties. The System must meet Annex B. Violations found in post-evaluation or audit carry penalties under RMO No. 7-2015 and other revenue issuances.
- Existing PTUs. Holders of existing PTUs need not register and their PTU stays valid, except where it was revoked for non-compliance found in an audit, Tax Compliance Verification Drive or Post-Evaluation, or a major enhancement or upgrade requires a new application.
- Major and minor enhancements. Major enhancements, such as changed functions, added or removed modules, or changed versions with financial effects, need a new application. Use of an unregistered enhanced system automatically revokes the PTU or voids the registration from adoption, with possible penalties. Minor enhancements, such as user interface changes or bug fixes, need only written notification to the RDO or Large Taxpayers Office.
