Summary

RMC No. 114-2020 prescribes the guidelines and procedures for the mandatory filing of BIR Form No. 2200-S in the eFPS for the Excise Tax on Sweetened Beverages, and excludes BIR Form No. 0605 for payment of Excise Tax.

Key points

  1. Walkthrough scenarios. The Circular sets out four scenarios using July 15 and 16, 2020, covering deposits, carried forward balances, excise tax due for Plant A and Plant B, and filing a return for the preceding day. It also gives procedures for deposit or advanced payment, removals of excisable articles and a Plant C removal filing.
  2. Transitory reconciliation and balances. All Sweetened Beverages taxpayers, eFPS and manual filers, reconcile existing deposit balances with the Excise Large Taxpayer Field Operations Division (ELTFOD). BIR Form No. 2200-S shows the balance of the company as a whole, while the Head Office keeps a per-plant sub-record for the Liquidation Report.
  3. Deposit filing address and cut-off. A deposit may be filed using the Head Office address or the address of a specific plant. The default cut-off is 11:59 PM, and a taxpayer may use its existing cut-off time with notice to ELTFOD.
  4. Filing day. Returns are filed on the immediate following day. When the return date falls on Friday, Saturday, Sunday, a holiday or eFPS downtime, filing may be on the next business day, and downtime is logged through the Help Desk.
  5. Liquidation Report and Form 0605. The weekly Liquidation Report is still emailed to sb.attachment@bir.gov.ph. BIR Form No. 0605 is no longer authorized for Excise Tax on Sweetened Beverages, and manual filers of BIR Form No. 2200-S must use eFPS for filing and payment.
