RMC No. 133-2019: Circularizes Republic Act No. 11187 entitled “An Act Converting the Zamboanga City State Polytechnic College into a State University to be Known as the Zamboanga Peninsula Polytechnic State University, and Appropriating Funds Therefor”

Key points

1. Customs duty exemption. The University’s importation of economic, technical and cultural books or publications for economic, technical, vocational, scientific, philosophical, historical or cultural purposes is exempt from customs duties under RA No. 10863 (Customs Modernization and Tariff Act). This requires certification by the Commission on Higher Education.
2. Donor’s tax exemption. Grants, bequests, endowments, donations and contributions to the University, used actually, directly and exclusively by it, are exempt from Donor’s Tax. They are also an allowable deduction from the donor’s gross income under the National Internal Revenue Code of 1997, as amended.
