Key points
- Accepted certifications. Only a valid ISO 9001:2015 QMS certification or recertification counts. Certain similar TQM standards or awards, such as the Philippine Quality Award and ISO/IEC 17025 or 17020 Accreditation, may also be considered.
- Validity and scope. The certificate must be valid as of December 31, 2019. Certificates effective January 1, 2020 onwards do not count for the FY 2019 PBB cycle. The QMS scope must cover at least one core process or frontline service under the agency’s laws.
- Certification bodies. Certificates come from bodies accredited by an International Accreditation Forum (IAF) member, with preference for those accredited by the Philippine Accreditation Bureau under the DTI. Letters of attestation saying audits are complete but pending the Certificate Decision Maker do not count.
- Posting and submission. Certificates are posted on the agency Transparency Seal webpage not later than December 31, 2019. A certified true copy goes to the GQMC through the DBM Secretariat (SPIB) by the same date.
- Consequence of non-compliance. The GQMC – DBM Secretariat (SPIB) reports its findings to the AO No. 25 IATF not later than January 31, 2019. Officials and employees responsible for the QMS certification get no FY 2019 PBB if the agency fails to comply.
