Summary

RMC No. 117-2019, issued November 6, 2019, amends Section II, paragraph one (1) of RMC No. 28-2019 on the use of Bureau of Internal Revenue Printed Receipt/Invoice (BPR/BPI).

Key points

  1. Buying BPR/BPI at registration. New business registrants may buy BPR/BPI at the New Business Registrant Counter (NBRC) at registration. An Authority to Print (ATP) principal receipts/invoices becomes optional for those who buy.
  2. Period of use. They may use the BPR/BPI during the first year of operation or until fully consumed, whichever comes first. They must secure an ATP for principal receipts/invoices from the second year, or before the remaining BPR/BPI run out, whichever comes later.
  3. Low-volume taxpayers. Taxpayers needing not more than one booklet of fifty sets in one taxable period (not less than twelve months) may buy BPR/BPI even beyond one year from registration.
  4. Supplementary receipts and own receipts. BPR/BPI replaces principal receipts/invoices, so an ATP for supplementary receipts/invoices is still required if used. New registrants may instead use their own principal receipts/invoices with an ATP issued at registration.

Who is affected

  • New business registrants
  • Taxpayers needing not more than one booklet of fifty sets per taxable period

Deadlines and effectivity

  • BPR/BPI use: first year of operation or until fully consumed, whichever comes first
  • ATP principal receipts/invoices: from second year or before remaining BPR/BPI are consumed, whichever comes later
