Key points

  1. Lists to be prepared. Lists are prepared for Purely Compensation Income (BIR Form 1700), Business Income (BIR Form 1701) and Corporate Income (BIR Form 1702).
  2. Sources of names. Names come from large taxpayers classified by the Large Taxpayers Service and excise taxpayers identified by the Excise Taxpayers Service. They also come from top taxpayers of the preceding year and potential top taxpayers identified by the CIR, DCIRs, ACIRs and/or RDOs. Executives/owners of top corporations in the Philippines, prominent/high-profile individuals and government officials are also sources.
  3. Threshold and release. The Commissioner sets the threshold, based on tax due, for the nationwide lists. The lists are released not later than January 30 of each year.
  4. Maintaining lists. All Revenue District Offices, Revenue Data Centers, the Large Taxpayers Service and the Excise Taxpayers Service keep their own top taxpayers lists.
