Key points

  1. Publication of vacancies. Vacant positions with their qualification standards are published in the CSC Bulletin for ten (10) calendar days before deliberation and posted in at least three conspicuous places. Publication is valid until filled but not beyond nine (9) months, after which the positions are republished.
  2. Exempt positions. Primarily confidential, policy-determining and coterminous positions are exempt, as are certain reappointments and positions filled by existing regular employees in a reorganization.
  3. Selection. The National Selection Board assesses candidates, and the Commissioner selects, as far as practicable, from the top five (5) candidates or less.
  4. Eligibility for the line-up. Employees need at least a Very Satisfactory rating in the last semester. They must score at least 75 of 120 points in the Matrix for first-level promotion, and 80 points for second-level promotion.
  5. Salary grade limit. Promotion is limited to positions not more than three (3) salary grades higher, with exceptions such as next-in-rank, lone or entrance positions, hard-to-fill and highly specialized positions. Promotion within six (6) months before compulsory retirement is not allowed except as provided by law.
  6. Protest and appeal. A qualified next-in-rank employee may protest to the Commissioner within fifteen (15) days of the announcement or posting of appointments. The Commissioner decides within fifteen (15) working days, and appeal to the CSC Regional Office lies within fifteen (15) working days from receipt of the resolution.
