RMO No. 08-2018: Allocates the CY 2018 BIR collection goal by implementing office

Key points

1. Overall goal. The goal includes P15.893 Billion in additional revenues from the TRAIN Act. It is higher than the CY 2017 goal by 11.47% or P209.904 Billion.
2. 2017 collection data. The allocation uses the CY 2017 estimated collection, which combines actual January to November 2017 collections from BIR Form No. 1209 and an estimate of December 2017 based on goal attainment per RDO. Refinements cover Special Taxes, non-recurring transactions of at least 10% of a Region’s or LTS monthly collections, and Malampaya corporate income tax and BSP final withholding tax remittances.
3. Other data used. These include the economic assumptions and tax-type goals in the Medium-Term Revenue Program, the CY 2018 government securities program, and the BSP final withholding tax estimate. They also include 2017 collections from transferred-in and transferred-out taxpayers, and adjusted monthly collections for changed payment deadlines.
4. Transferred registrations. For taxpayers other than Large Taxpayers who transfer business registration, collections are credited to the old RDO even if the business address physically moved.
5. Individual goals. The Deputy Commissioner for Operations Group and the Assistant Commissioner of LTS give the Deputy Commissioner for Resource Management Group the individual goal allocation of assigned personnel not later than March 1, 2018.
