Key points
- Target payout. For eligible departments and agencies covered by the Department of Budget and Management, payout is targeted for May 31, 2018 for small agencies and November 30, 2018 for big departments. GOCCs under GCG, Local Water Districts and Local Government Units follow the timelines in their own General Guidelines.
- Citizen feedback validation. Citizen’s Charter validation is complemented by feedback and complaint reports covering up to November 15, 2017. Agencies with unresolved complaints stay on the Non-Compliant list, and others need an improvement action plan and non-recurrence of the complaint.
- Stricter review. Physical accomplishments versus BUR get a stricter review. A 100% Disbursements BUR is not accepted, except for savings from efficiency measures in procurement and other operations, which must be clearly explained.
- Ranking and rates. Eligibility rests on agency eligibility and delivery unit ranking: Top 10% are Best, next 25% Better, next 65% Good. The bonus is a multiple of basic salary: 0.65 for Best, 0.575 for Better and 0.5 for Good.
- Submission. Agency Form 1.0 and the PBB Evaluation Matrix are due on or before March 30, 2018.
