Key points

  1. Priority for funds. National Government Agencies, GOCCs and Government Financial Institutions get priority in funding if they rent office space, own a building with structural defect, are forced to vacate, lack adequate space for personnel, provide frontline services, or face other situations needing rehabilitation, construction or acquisition.
  2. Options by situation. Agencies with a lot and building may rehabilitate, or demolish and rebuild if the DPWH highly recommends it. Agencies with a lot only may construct a new building. Agencies with neither may acquire a lot with building, acquire a lot and build, or acquire office space in a building of another government agency or a private entity.
  3. Financing schemes. The possible schemes are NEP funding, BT, BLT and BOT, depending on the option. Rehabilitation, lot with existing building, and office space acquisition use NEP funding only.
  4. Procedures. The specific procedures are specified in the Joint Circular.
