Summary
RMO No. 11-2017 prescribes the policies, guidelines and procedures for accepting students for On-the-Job Training (OJT) in the BIR National Office and Regional Offices.
CollapseExpand
Key points
- Open policy. The BIR adopts an open policy for all colleges and universities nationwide that want an OJT program with the Bureau. It does not accept a Memorandum of Agreement with any college or university.
- Handling of OJT. The Personnel Division or the Administrative and Human Resource Management Division handles OJT, including the orientation briefing. It issues an Indorsement Letter to the Head of Requesting Office, and the Bureau may deny continuation of OJT, including approval of duty hours, in cases of negative behavior or performance or withdrawal. On completion of the duty hours, the Head of Requesting Office issues a Certificate of Completion.
- Documents from applicants. Applicants submit two copies of resume with recent 2×2 ID pictures, two photocopies of the registration or enrollment form, the original Indorsement Letter from the College Dean, school official or practicum coordinator, and the Job Proficiency Rating Sheet.
- Attendance and dress. Student-trainees sign in the OJT Logbook and the office logbook each time they report, and wear the prescribed school uniform and ID. Without a school uniform, men wear black pants with a white collared polo, and women wear black pants or black skirt with a white collared blouse, Monday to Friday.
- Hours and no transfer. They personally punch their bundy cards and render eight (8) hours of duty a day, or at least four (4) hours for a half-day, either 8AM to 12PM or 1PM to 5PM. They cannot transfer to another office after reporting, or they are denied continuation of OJT and approval of the hours rendered.
- Unethical behavior. Unethical behavior by revenue officials or employees against student-trainees is reported to the Head of Office where they are assigned.
