Key points

  1. Who gets phones. Phones go to the Commissioner, Deputy Commissioners, Assistant Commissioners, Head Revenue Executive Assistants, Chiefs of Staff, Regional Directors, Assistant Regional Directors, Revenue District Officers, Division Chiefs, and other officials the CIR identifies. Additional accounts need a prior recommendation from the DCIR, Resource Management Group, for CIR approval.
  2. Billing. The BIR pays only the approved monthly subscription plan. The user pays any excess, except DCIRs, their Chiefs-of-Staff and Secretaries, whose official calls in excess are charged to BIR funds once the DCIR certifies them, while personal calls are paid by the user.
  3. Unpaid balances. An excess balance unpaid within ten (10) days from receipt of notice is automatically deducted from salary. A new phone may be held back, and no clearance is issued, while a balance remains unpaid.
  4. Transfers and changes. A transferring user may keep the unit and SIM card if the proper office is officially notified, but only if the new position is authorized to use official phones. A user moving to a higher or lower subscription level returns the unit and SIM card before receiving the new ones.
  5. Separation, loss and safekeeping. Upon separation, the phone goes back to the Chief, PropD (for NO) or Chief, AHRMD (for RO), with no direct transfer between outgoing and incoming officers. The user is accountable for safekeeping and must immediately report any loss.
