Key points

  1. Requisition and numbering. Only heads of offices may requisition items through a Requisition and Issue Slip (RIS). Accountable properties are numbered before issuance, and the number appears in the PAR, PTR and Inventory of Accountable Properties.
  2. Issuance and re-issuance. The Property Division or AHRMD prepares the PAR/PTR/ICS, and the accountable person signs and submits it immediately upon delivery. A head of office may re-issue an item only to another person in the same office, with an appropriate PAR.
  3. Returns and transfers. Properties returned for re-issuance or disposal need a Return of Property Accountabilities (RPA). Transferred properties are recorded in the receiving unit’s books through a Journal Entry Voucher, and the issuing unit drops them from its books.
  4. Resigning, retiring or transferring personnel. They turn over all accountable properties to the Head of Office, or to the Chief, PropD/AHRMD if transferring, with a Turnover of Property Accountabilities (TPA). Official cellular phones and SIM cards may go with a transferring official, except those moving to Technical Assistant position or higher/lower designations.
  5. Clearance. Copies of the PAR/TPA bearing the recipient’s signature and the PropD imprint RECEIVED are required for clearance. No clearance is released without them.
