Key points

  1. Where to file. All Revenue District Offices accept BIR Form No. 1700 from LT employees. ITRs with no tax payment are manually filed using eBIRForms, in triplicate copies, with the RDO where the LT employer is located. ITRs with payment are filed and paid at any Authorized Agent Bank or with Revenue Collection Officers, Special Collecting Officers and other authorized Collection Officers within the concerned RDO, and e-filing and e-paying through eFPS is encouraged.
  2. New employees of registered LTs. New employees of an LT registered under RR No. 7-2012 and using the Electronic Tax Information System file a no-payment ITR with the concerned LT office. They may pay in any AAB of LT for an ITR with payment.
  3. Who must file Form 1700. Only employees not qualified for substituted filing must file under RR No. 3-2002. These include employees with compensation income from two or more employers, concurrently or successively in the taxable year, and employees whose income tax was not withheld correctly (tax due not equal to tax withheld).
  4. Optional filing. Employees qualified for substituted filing who choose to file an ITR for promotion (PNP/AFP), loans, foreign travel requirements and similar purposes may also file BIR Form No. 1700.

Who is affected
