Key points

  1. PCDC processing. The Personnel Career Development Committee (PCDC) processes all papers on foreign and local (DOF-OSEC only) scholarships and training, including study leave, seminars, workshops, study tours, conferences, special missions and other non-study trips, regardless of number of days.
  2. Screening and clearance. The PCDC screens all nominations before endorsement to learning institutions or host agencies. DOF personnel, its Bureaus and attached agencies must get PCDC clearance before applying online, and endorsements are signed by the PCDC Chair.
  3. Travel authority. Requests to travel abroad go through the PCDC Secretariat, Central Administration Office, after clearance by the Office of the Secretary. Each request comes with a filled-up Request for Travel Authority form and the documents specified in the memorandum.
  4. Non-compliance. Failure to follow the procedures is enough ground to delay or disapprove nominations or to not process travel authority requests.

Who is affected
