RMC No. 68-2014: Prescribes the guidelines in the accomplishment of the Performance Commitment and Review Form (CESPES Form No. 003)

1. Who accomplishes the form. All incumbents of third level positions (Presidential appointees and Director I and above), and those designated to third level positions, accomplish CESPES Form No. 003.
2. Link to KPI targets. The BIR’s Organization Strategic Objective is “Attained Collection Target and Sustained Collection Growth”. The Ratee’s Performance Commitment on Office Performance Objectives must match the operational KPI targets in the revenue issuance for that year, and is adjusted if that issuance is updated, revised or amended.
3. Sample form and other officials. Officials use the sample CESPES Form No. 003 in Annex “A” of the Order. Officials without applicable Office Performance Objectives may set their own, if aligned with the Organizational Strategic Objectives and agreed with their Superior Rater.
