Key points

  1. One WC for tanker or vessel removals. Products removed by tanker or marine vessel need one WC. It shows the manufacturer or importer, consignee’s full name and address, final destination, carrier or truck number, date withdrawn, due date of payment, exact product description, volume, Excise Tax paid, and whether imported or locally made.
  2. Remarks and payment details. The taxpayer states under Remarks whether the product is bonded, tax exempt or tax paid. For imports, the OR No., amount and date of payment are shown. If payment is by Product Replenishment Debit Memo (PRDM) under Revenue Regulations No. 3-2008, the PRDM No., date and amount are shown, and removals from storage state the tank number.
  3. Supporting documents. All WCs are supported by Sales Invoice, Delivery Invoice and/or internal transfer documents if the removal goes to a depot or storage facility owned or operated by the manufacturer or consignor. A transfer from one depot to another needs a WC for each removal.
  4. Unaccompanied products. Petroleum found without an official WC is considered illegally removed and subject to confiscation or forfeiture, whether or not it is tax-paid. The Revenue Officer on Premise must certify the entries in every WC.
