Key points
- Agency report. National Government Agencies and their operating units prepare, in four copies, a Summary of LDDAP-ADAs Issued and Invalidated ADA Entries (SLIIE) for all LDDAP-ADAs issued. The Head of the Accounting Unit certifies it and the Head of Agency or Authorized Official approves it.
- Distribution of copies. The original SLIIE goes to the agency’s MDS-GSB with the LDDAP-ADAs, and the second copy is for the BTr. The third copy goes to the Chief Accountant and the fourth to the COA Auditor.
- Role of the MDS-GSB. The MDS-GSB gives the BTr Head Office (Asset Management Service) or its nearest Regional/District/Provincial Office the second copy on the same day it receives it. This advises the BTr of expected disbursements and MDS Seed Fund replenishment.
- Implementation date. Full implementation of the Expanded MDPS is deferred to March 1, 2014. Departments and agencies already using the modified direct payment scheme through ADA, especially pilot ones, may implement it immediately.
