Key points

  1. Services covered. The web services include eFPS, eSubmission, eAccreditation, eSales, eReg, the Relief Data Entry and Validation Module, the Alphalist Data Entry and Validation Module, the Taxpayer Compliance Guide and Interactive Forms, among others.
  2. Where eLounges are set up. They are set up in the Tax Information and Education Division at the National Office, the Metro Manila RDOs, and selected RDOs outside Metro Manila. The selection follows basic criteria on the number of taxpayers mandated to transact online and the ICT readiness of the locality, in a by phase roll-out.
  3. Mandatory requirements. The eLounge is set up at or near the Taxpayer Service Area at the Taxpayer Service Section (TSS). Before implementation it needs modular partition enclosures with table top, computer chairs, movable printer tables, lounge sofas, lounge tables, a television set for the info media production, and computers with internet connection.
  4. Operations. The RDO allocates funds for the Internet Service Provider, office supplies and materials, and the Chief, TSS ensures continuous operation. The eLounge opens from 8am to 5pm or beyond office hours depending on taxpayers’ needs, considering the BIR Citizen’s Charter and RA No. 9485.
  5. Monitoring and use. Key Performance Indicators are used to monitor each eLounge and to decide whether it is retained or transferred to another RDO. The Revenue District Officer ensures only official transactions are performed, with sanctions for violating officials or employees, and eFPS filers not actively using eFPS are encouraged to use the eLounge.
