Key points
- General rule. The Employee’s Service Record is sent to GSIS by the Personnel Division or Head of the Revenue Management Units of the Regional Offices once the National Office Clearance and Ombudsman Clearance are submitted. If the Ombudsman Clearance is absent, a Certification of Pending Criminal/Administrative Case from the Office of the Ombudsman is submitted instead.
- Pending cases. Despite a pending case, the Service Record is still sent, with the case information from the Certification attached to the transmittal letter.
- National Office Clearance. The BIR National Office Clearance is still required. If it is missing because of docket, property or cash accountability, the employee must settle the accountabilities, and if it is missing because of pending BIR administrative cases, the Personnel Inquiry Division fast tracks resolution.
Who is affected
- Retired, resigned or separated BIR employees
