Key points
- Vision and Mission. The Vision describes the BIR as an institution of service excellence, a partner in nation-building, manned by globally competitive professionals with integrity and patriotism. The Mission commits the BIR to collect taxes for nation-building through excellent, efficient and transparent service and just and fair enforcement of tax laws.
- Three themes. The Roadmap has three themes: Service, Governance and Finance.
- Perspectives and objectives. There are four Perspectives. Outcomes are Revenue (attained collection targets and sustained collection growth) and Taxpayers (improved taxpayer satisfaction and compliance). Drivers are Process and Organization, each with strategic objectives listed in the order.
- Outcomes and drivers. An Outcome answers what the BIR should deliver, while a Driver states what the BIR should do as an organization to bring about the outcomes. Process re-engineering is embedded in all activities whenever necessary.
