RMO No. 61-2010: Prescribes the policies and guidelines relative to the BIR 2010 Regional Divisions’ Key Performance Indicators, Accomplishment Reporting and Office Performance Evaluation

Key points

1. KPI weights. Each KPI has an overall total score of 100%. The National Office prescribes KPIs with a total weight of 60%, while Other Priority Projects/Activities in the 2010 Strategy Map carry 40% and are rated by the Regional Directors concerned.
2. Other priority projects. Each Regional Division picks at least four (4) projects or activities for the Other Priority Projects/Activities category, subject to the Regional Director’s approval. These are added to the KPIs in Annex A of the Order.
3. Performance Contract. The contract sets the Division’s Priority Programs/Projects, KPIs, weights and targets. The Regional Division Chief signs it, the Regional Director notes it, and it goes to the Assistant Commissioner (ACIR), Policy and Planning Service not later than June 30, 2010.
4. Clarifications and monitoring. The ACIR who is Measure Owner of a KPI issues a Memorandum on requests for clarification, subject to the Commissioner’s approval. ACIRs and Regional Directors periodically verify and document progress.
5. Evaluation and reports. An Annual Regional Divisions Performance Evaluation rates each Division, and the Overall Rating is the sum of points earned per Priority Project/KPI. The Planning Division receives the Consolidated Quarterly Accomplishment Report and the Progress Report. They are used to validate the evaluation and as inputs for the CY 2011 Strategy Map and Priority Programs presented to MANCOM.
