Key points

  1. Inspection of purchases. Purchases by the Agency are inspected and verified by the Inspection and Acceptance Committee (IAC) to check that deliveries match the specifications, terms and conditions in the Purchase Order, Job Order or contract. Only the IAC may inspect and issue the Inspection and Acceptance Report.
  2. Return of deficient claims. The office that finds a deficiency or lacking requirement in a claim must return the claim within one (1) working day.
  3. Conditions for payment. No money claim is paid until evidence of satisfactory IAC inspection is attached, when inspection is required under existing rules. Claims subject to Commission on Audit (COA) pre-audit are paid only after favorable audit action by a COA Auditor.
