Key points
- Four RDO classes. The revised classification has four classes: Class A, B, C and D, as agreed by MANCOM and the implementing offices.
- Class indicator computation. Each RDO’s class indicator (CI) is based on its 2007 goal allocation and the average ratio of its collection to total BIR collection from 2004 to 2007. It also uses the weighted number of annual income tax returns filed in 2007 (BIR Form 1701 at 30%, BIR Form 1702 at 70%) and the weighted number of registered taxpayers as of December 2007 (Professionals and Single Proprietors 30%, Corporations 70%).
