Key points

  1. Reasons for adjustment. The adjustment reflects updated regional addresses of delisted large taxpayers, updated collection data of particular delisted taxpayers (mining and mergers), and realignment of goals by period and office.
  2. Affected offices. Annual goal adjustments are limited to LT Regular, LT Excise, LTDOs and Regional Office Nos. 5, 6, 7, 8, 9, 16, 17 and 19.
  3. Methodology. Revised quarterly goals use the CY 2007 Refined Collection multiplied by the GDP growth of 10.21%, with the remaining goal allocated by emerging collection trends for 2008. Adjustments by major tax type follow trends from January to April 2008.
  4. Regional breakdown. Regional Offices prepare the adjusted goal breakdown by RDO, period and tax type in consultation with the RDOs. They submit it in hard copy to the Assistant Commissioner, Policy and Planning Service, Attention: Chief, Statistics Division, and in electronic copy to two named BIR email addresses.
